regarding the Scheme has, I fear, become an open secret and it

has had the effect amongst the gentlemen who had originally

agreed to take up Debentures of making them apathetic towards

the Scheme and the Public have also formed the opinion that the

Goverment has decided to withdraw ite former proffered assist-

ance.

I have no alternative therefore but to ask that the matter

be referred to the Secretary of State with copies of the docu-

ments and correspondence which have passed between the Government

of this Colony and myself (-hich are sent herewith) and to

intimate to you that I am despatching a copy of this letter and

copies of the former letters and documents on the aubject

direet to the same quarter with the hope that the admitted

desirability of making suitable provision for the housing of

the poorer classes at Home who are unable to help themselves

may be applied to similar clasmon resident in this Colony and

that any Scheme which is designed for the furtherance of this

object should receive the cordial support of my Colonial

Government even to the extent of making a free grant of land

and advancing to the Promoters money on easy terme for develop-

ment and construction, repayable gradually out of the rente

received from the tenants of the houses,
